Among them, 6 policies were issued at the national level, and 49 were issued at the local level. Based on the specific directions of the energy storage policies, among the local policies, there were 7 energy storage subsidy policies, 9 policies related to new energy storage projects, 9 policies related to the participation of energy storage in the electricity market, 4 policies on new energy-equipped energy storage, 8 policies on the planning and layout of energy storage, 3 policies related to charging, swapping, and new energy vehicles, and 9 other related policies. Ⅰ. National Level ![]() A total of 6 energy-storage-related policies were issued at the national level. On July 19, the National Energy Administration issued the "Technical Requirements (Interim) for Applying to be Included in the Key Implementation Projects of the Medium-and Long-Term Development Plan for Pumped - Storage Energy Storage". The "Technical Requirements" clarify the types of projects applying for inclusion in the plan and the technical requirements they need to meet, and determine the principle of dynamic adjustment. There are four types of projects applying for inclusion in the plan: First, projects outside the medium - and long - term plan apply to be included in the key implementation projects of the plan; second, key implementation projects specified in each five - year planning period apply to adjust the implementation cycle; third, planned reserve projects apply to be adjusted to key implementation projects of the plan; fourth, key implementation projects with significant changes in the positions of the upper and lower reservoirs or the number of units. The "Technical Requirements" stipulate that for the above four situations, preliminary work should be carried out in depth and in detail in accordance with relevant regulations and requirements. When the provincial energy department submits a report applying for inclusion in the plan, it needs documents issued by the provincial departments in charge of natural resources, ecological environment, forestry and grassland, etc., stating that the project does not involve sensitive factors such as ecological protection red lines, as well as clear opinions from the regional or provincial power grid company. Projects using existing reservoirs or newly built reservoirs of other units should provide supporting documents from the reservoir management department. Energy Storage Subsidies Wenzhou proposed that new energy storage projects included in the provincial - level demonstration projects enjoy a 3-year (phased-out by year) subsidy policy.Huizhou provides ex-post subsidies for advanced new energy storage application projects such as sodium - ion batteries, flow batteries, solid-state batteries, and hydrogen-fuel cells included in the list of new energy storage demonstration projects after they are completed and connected to the grid. Rewards are given according to the proportion of the fixed-asset investment of the project, with a maximum subsidy of 5 million yuan for a single project.Dongguan requires that user-side new energy storage demonstration projects with a scale of not less than 4MWh invested and built in Dongguan, upon being recognized by the Development and Reform Bureau, the investment entity will be given an ex-post subsidy of 0.3 yuan/kWh based on the actual electricity discharge.
